Remove Python Scripting System

In order for us to begin adding the next scripting system that fixes a lot of the issues with the first one, we first must remove the old system. This issue includes that task.

To accomplish this, the python scripting interface code and associated cmake files should be removed, and any code that references them should be updated to have a comment indicating that it should be used later for the new scripting system.
